Al Baida, Libya/Beirut, Lebanon 25 November 2014 - Libyan Constitution Drafting Assembly (CDA), United Nations Support Mission in Libya (UNSMIL) and United Nations Development Programme (UNDP) concluded a two day workshop held in Beirut on 24th and 25th of November 2014. The workshop brought together 13 members of the CDA thematic committees on Local Governance and Financial Resources and was facilitated by UN and international experts from South Africa, Canada and Egypt.

The workshop provided the participants with an opportunity to share their opinions and consult international experts on specific substantive issues related to their work on drafting constitutional chapters on Local Governance and financial system. In the course of the two-day meeting, the experts shared variety of comparative experiences from other constitutional contexts and engaged in an interactive discussions on variety of concrete issues related to designing the multi-level governance and financial systems. They discussed issues on subnational governments included: decentralization levels, size and powers; demarcation of boundaries; financing; political structure; managing the relations with the central government; supervision mechanisms, sovereign wealth funds, central bank and Libya’s monetary policy.

After their return to Al Bayda, the CDA members will continue drafting the Libyan constitution. The workshop was organized with funding from Swedish International Development Cooperation through their support to UNDP’s project Assistance to Building a Constitution.
