Algiers, 04 June 2015 – Libyan political parties and political activists concluded their third meeting in Algiers on Thursday 4 June in a positive atmosphere that reflected a genuine desire to rise above their differences and the necessity of reaching a final solution to the crisis in Libya. The two-day meeting was presided over by the Special Representative of the Secretary-General for Libya and Head of the United Nations Support Mission in Libya (UNSMIL), Bernardino Leon, and the Algerian Minister of Maghreb, African Union and Arab League Affairs, Abdelkader Messahel.

1. At this crucial and critical moment in the peace-building process in Libya, participants expressed their determination to shoulder the grave responsibilities confronting them. They also acknowledged the difficult humanitarian situation endured by Libyans inside and outside the country due to the ongoing conflict. They urged all parties to allow the establishment of safe corridors for the delivery of humanitarian aid, especially with the advent of the holy month of Ramadan.

2. Recognizing the severity of the situation and the challenges faced by Libya, they strongly condemned the recent terrorist attacks that took place in a number of Libyan areas and cities. They expressed concern about the upsurge in terrorist acts and by the Islamic State’s takeover of some Libyan areas and the imminent danger it poses to the stability and security of the country. They stressed the need to stand united in confronting this danger.

3. Participants emphasised their unequivocal rejection of the use of force for political ends and recognized the urgent need to establish the monopoly of the use of force by the State to bring stability and security throughout Libya.

4. Participants stressed Libyan ownership of the political process and the need to reach a Libyan solution based on dialogue among Libyans, without external intervention.

5. They welcomed the progress made in the Libyan political dialogue process and reiterated their firm conviction that there can be no solution to the conflict raging in Libya outside the framework of the UN-facilitated political process which they view as the only mechanism to fulfil the aspirations of all Libyans and ensure the respect of Libya’s democratic transition and its resumption based on the principles of democracy, separation of powers, and respect for human rights and the rule of law.

6. They further welcomed the recent reconciliation and ceasefire initiatives by a number of areas and cities, as well as the exchange of prisoners. They called for the need to speed up the release of prisoners and detainees who are illegally incarcerated.

7. Participants urged the main stakeholders in the Libyan political dialogue process to deliver on the aspirations of the Libyan people to put an immediate end to the conflict through genuine political partnership, transparent governance and a commitment to fight corruption. They called on all parties to show flexibility and make the necessary concessions to achieve a political agreement that is comprehensive, balanced, consensual and to move quickly to form a Government of National Accord that can swiftly assume its responsibilities to tackle the many difficult challenges facing Libya on the security, political and economic levels. Participants also appealed to all parties represented in the dialogue to engage in direct, face-to-face discussions. They also called for individuals and groups obstructing the political process to be held accountable in accordance with relevant Security Council resolutions.

8. Participants stressed the importance of the role of regional states and organizations in supporting the political process and in encouraging the parties to reach a peaceful and permanent resolution of the conflict in Libya.

9. They expressed grave concern regarding the challenge that illegal migration poses for Libya and its surroundings. They underlined the need for concerted efforts between Libya and its neighbours to confront this phenomenon, stressing that the best method to confront this phenomenon is through a swift agreement on the formation of a Government of National Accord that will lead these efforts in cooperation with the international community, strictly respecting Libya’s sovereignty and unity and in full accordance with the relevant principles of international law.

10. Participants extended their gratitude to Algeria for hosting the political parties and political activists’ dialogue track and for its sincere efforts to reach a consensual political solution under the auspices of the United Nations.
