The members of the Security Council welcomed the 16-17 July 2016 meeting of the Libyan Political Dialogue and the Presidency Council which discussed how to progress the implementation of the Libyan Political Agreement and sought to address the provision of basic services, resumption of oil production and implementation of the security arrangements contained in the Agreement.

The members of the Security Council underscore the importance of restoring Libya’s oil production to supply revenues to enable the Government of National Accord to provide essential services to benefit the Libyan people.

The members of the Security Council also welcomed the 18-19 July high-level roundtable to discuss the implementation of interim security arrangements as envisaged by the Libyan Political Agreement, during which participants proposed options to clarify and strengthen Libyan security architecture as well as to create a process to improve security in Tripoli.

The members of the Security Council encouraged the Presidency Council to continue efforts to broaden the basis of its support, to take the necessary decisions to tackle Libya’s political, security, humanitarian, economic and institutional challenges, including through the urgent delivery of basic services to the Libyan people, and to confront the rising threat of terrorism.

The members of the Security Council reiterated the importance of the continued inclusiveness of the Libyan Political Agreement and renewed their strong call on all parties in Libya to be part of and to engage constructively with the Agreement in good faith and with sustained political will.

The members of the Security Council called on all Libyans to unite in a spirit of reconciliation in implementing the Libyan Political Agreement and to refrain from any action that could undermine this important phase of Libya’s democratic transition.

The members of the Security Council renewed their call in resolution 2259 (2015) on Member States to cease support to and official contact with parallel institutions that claim to be the legitimate authority, but are outside of the Libyan Political Agreement as specified by it.

The members of the Security Council reiterated their concern about the terrorist threat in Libya, in particular from groups proclaiming allegiance to Islamic State in Iraq and the Levant (ISIL/Da’esh) and groups affiliated with Al-Qaida, welcomed recent progress in this regard and noted ongoing efforts in combating this threat.

The members of the Security Council welcomed the role played by the United Nations Support Mission in Libya (UNSMIL) in the United Nations-facilitated, Libyan-led dialogue process and agreement, including reiterating their support for the Special Representative of the Secretary-General, Martin Kobler, and encouraged its future efforts in this regard.

The members of the Security Council reaffirmed their strong commitment to the sovereignty, independence, territorial integrity and national unity of Libya.
