Martin Kobler Welcomes the Signing of the Agreement between Misrata and Tawergha

The Special Representatives of the Secretary-General and head of the United Nations Support Mission in Libya (UNSMIL), Martin Kobler, welcomes the reconciliation agreement signed yesterday, 31 August 2016, between Misrata and Tawergha in Tunis under the auspices of UNSMIL. The agreement aims at ensuring the safe return of over 40,000 displaced from Tawergha scattered across Libya. It also states that the victims of the 2011’s conflict involving Misrata and Tawergha will receive compensation and perpetrators will be brought to justice as well as reconstructing the affected areas.

“After five years in very difficult conditions, it is heartening to know that the Tawerghans have finally a real chance to return before the end of the year » said Martin Kobler. “Misratans were also victims of this conflict and have every right to seek compensation, I urge both sides to ensure that the rights of return and compensations are implemented without conditions,” he added.

The agreement is now due to be adopted by the Municipal Council of Misrata and the Local Council of Tawergha and endorsed by the Libyan Government of National Accord (GNA). The Mission stands ready to work with both sides and the GNA to ensure that the implementation of the agreement is fully consistent with international human rights standards.
