Martin Kobler: Misrata / Tawergha Road Map Document an example for Libya

21 December 2015 - The Special Representative of the Secretary-General for Libya and Head of the United Nations Support Mission in Libya (UNSMIL), Martin Kobler, welcomed the Road Map Document adopted by the Misrata/Tawergha Joint Committee in Geneva on 18 December 2015.

“This agreement shows that with courage and good will Libyans can overcome the most difficult legacies of conflict” said Martin Kobler. “I am confident that the Road Map mutually agreed on by the Misratans and Tawerghans will serve as an inspiring example of what can be achieved through inclusive dialogue, to the benefit of both communities and to Libya as a whole”.

The Road Map Document outlines principles and measures dealing with reparations for victims of human rights abuses; accountability for perpetrators; reconstruction of Tawergha, al-Kararim, Tomina and Karzaz; and the safe and voluntary return of Tawerghans to their homes.

The Joint Committee charged with the Misrata/Tawergha dossier was established in August on the basis of an agreement between the Municipal Council of Misrata and the Local Council of Tawergha. The Joint Committee has met several times between August and December 2015 in Tripoli, Tunis and Geneva. The governments of Germany and Switzerland supported the meetings in Tunis and Geneva, facilitated by UNSMIL. It will continue its work in 2016.
