Provision of electoral assistance
UNSMIL provides support and advice to Libyan authorities, at their request, on the organization of elections, one of the cornerstones of Libya’s democratic transition as stipulated in the National Transitional Council’s Constitutional Declaration of 2011. Efforts have focused on technical and operational advice to key interlocutors, principally the High National Elections Commission (HNEC), during the elections for the General National Congress on 7 July 2012 and those for the Constitution Drafting Assembly on 20 February 2014. During the period between these two elections, the UNSMIL electoral team focused on consolidating HNEC’s capacity and raising awareness on electoral matters, particularly on electoral systems, women’s participation and voter registration systems.
United Nations electoral assistance is undertaken by an integrated team that brings together UNSMIL and the United Nations Development Programme (UNDP). UNSMIL has the lead in coordinating electoral support provided by other international organizations. UNSMIL also works closely with other UN entities so that national electoral authorities are advised on the inclusion of women in all aspects of the electoral process. As of June 2014, there were 20 United Nations international electoral advisors in Libya supporting HNEC in the implementation of the Council of Representatives elections, which took place on 25 June 2014. In the next period, UNSMIL will continue to support HNEC in implementing the transitional national elections, and the legislative body in drafting the electoral legal framework.
