Statement on the Meeting of the Libyan Political Dialogue

With a view to ensure commitment to the implementation of the Libyan Political Agreement and in recognition of the challenges facing the implementation of this Agreement at the current stage leading to the consequent deterioration of basic services and necessities of life for the Libyan citizen, the Political Dialogue convened between 16 to 18 July, 2016 in Tunis to consult with the United Nations Support Mission in Libya (UNSMIL) on the ways to implement the Political Agreement.

It also met with the Presidency Council and discussed the difficulties facing the Council in the performance of its duties. The Political Dialogue decided to hold regular meetings to follow up on the steps taken by the Presidency Council to address a number of crises, notably:
  • The crisis of the basic services such as electricity, cash flow and opening all closed roads to ensure improved security situation in all parts of the country.
  • Implementation of the security arrangements contained in the Political Agreement.
  • The need to take urgent action on resuming production and export of oil and addressing the economic bottlenecks.
  • The Libyan Political Dialogue also calls on the boycotting members of the Presidency Council to resume their duties immediately.

As for the House of Representatives, the Political Dialogue calls on the House of Representatives to commit to the Political Agreement and fulfill its obligations set forth in the Political Agreement.
It also stressed the importance of outreach to the House of Representatives and establishment of a committee in this regard, in particular on the implementation of Articles 16 and 17 of the Political Agreement and the constitutional amendment. It holds it accountable before the Libyan people in the event that the fulfillment of its obligations continues to be impeded.

The Political Dialogue also discussed issues related to the convening of the State Council and stressed the need for commitment to the Political Agreement as well as commitment to its obligations contained in the Political Agreement and the functions assigned to it under this Agreement.

Out of national responsibility and until all bodies discharge their functions according to the Political Agreement, the Political Dialogue will continue to convene regularly to follow up the implementation of the Political Agreement and ensure its success. While emphasizing its constant support to the Presidency Council, continuation of this support is conditional on the success of the Presidency Council and its government in fulfilling the tasks assigned to them and its success in resolving the situation and the implementation of the Political Agreement.

Finally, the members of the political dialogue confirm their commitment and support to building the bridges of communication with all Libyan parties in order to expand the consensus in support of this Agreement.
