New York, 31 October 2011: The Security Council calls upon the Libyan authorities to take all necessary steps to prevent the proliferation of all arms and related materiel of all types to ensure their proper custody, as well as to meet Libya's arms control, disarmament and non-proliferation obligations under international law.

Security Council adopts resolution on Libya [S/RES/2016(2011)]

New York, 27 October 2011:  The Security Council unanimously adopted a resolution this morning which ended specific measures on the no-fly zone and protection of civilians in Libya, as of one minute before midnight on the last day of October. The Council also welcomed the positive developments in Libya and strongly urged the Libyan authorities to take all steps necessary to prevent reprisals, wrongful imprisonment and extrajudicial executions.

New York, 26 October 2011: Last Sunday, I had the great privilege of representing the Secretary-General at Libya’s Declaration of Liberation in Benghazi, the city where the popular movement had begun on February 17 this year. A peaceful movement, sparked on that day by the demand of families to know the fate of their loved ones who had disappeared in a notorious prison massacre, was met with lethal repression, and civilians across Libya took up arms in a revolution to end decades of denial of political freedoms and human rights, corruption and social inequality.
