First Board Meeting on Stabilization Facility for Libya held in Tunis

12 May 2016, Tunis - The first Board meeting of the Stabilization Facility for Libya was held today in Tunis. The meeting was co-chaired by the Prime Minister HE Faiez Al-Serraj, the Deputy Prime Minister HE Fathi Al-Mejbari and the UNSMIL Deputy Special Representative of the Secretary-General for Libya, Mr. Ali Al-Za’tari.

The Stabilization Facility is an initiative of the Libyan Government of National Accord (GNA), supported by UNDP and the international community and will provide visible and tangible benefits to the population at the local level.



The Prime Minister announced in the meeting that he has appointed HE Taher Al-Jehaimi, the Minister of Planning, as his representative to the Board. The Prime Minister believes that the Facility will play an important role in improving coordination between the international community, the GNA and the municipalities.

Ali Al-Za’tari, the UN co-Chair highlighted that the Stabilization Facility is characterized by the principle of Libyan ownership and by partnership and collaboration. He welcomed the appointment of HE Taher Al-Jehaimi as the Government co-Chair and looks forward to working with him and all the partners of the Facility.

Deputy Prime Minister HE Fathi Al-Mejbari added that the Government is studying the possibility of matching the contribution of the international partners to the Facility, amounting to about 30 million euros (Germany 10 million euros, EU 5 million euros, USA $4 million, Italy 2 million euros, the Netherlands 2 million euros, Qatar $2 million, UK $1 million, Norway $1 million, and Switzerland 250,000 francs).

It was agreed that three locations would be selected for the Facility to start with, and that more locations could be added later. One location would be selected in the East, South and West regions in consultation with the representative of the Prime Minister Taher el-Jehaimi.

The Stabilization Facility will provide rehabilitation of critical infrastructure destroyed by conflict to improve basic service delivery. The interventions of the Stabilization Facility will be implemented by UNDP and will be selected based on needs assessment on the ground. The priorities will be jointly agreed among the GNA, local authorities, civil society and affected population.
