UNSMIL supports Libyan efforts to align prisons with international standards
TRIPOLI - UNSMIL’s Human Rights, Rule of Law, and Transitional Justice Service organized two key events in Tripoli to advance correctional service reforms in Libya.
The first event, held on December 1-2, brought together government officials, academics, and civil society organizations (CSOs) involved in the prison sector to discuss establishing a national mechanism to prevent violations in detention.
The second event, held on December 4-5, targeted officials from the Ministry of Justice, the Judicial Police, and chief prosecutors in charge of prison oversight. The focus was on aligning Libya’s corrections system with international standards, particularly in conflict contexts.
Both events were conducted in line with Human Rights Council Resolution A/HRC/56/70 (3 June 2024), which mandates UNSMIL, in consultation with Libyan authorities, to support prison reforms consistent with international norms.
The workshops featured key findings from Fact Finding Mission reports and highlighted gaps in Libya’s legal framework, including arbitrary detention and systemic shortcomings in criminal justice and accountability. Participants underscored the need to amend legislation, enforce existing laws, and establish an independent national mechanism to protect human rights in detention.
