UNSMIL and UNDP Train HNEC Staff in logistical support skills

24 May 2016 – Twenty four electoral staff from Libya’s High National Elections Commission (HNEC) completed today a workshop on Logistical support in electoral operations administered by the UN Electoral Support Team to Libya, which brings together resources from UNSMIL and the United Nations Development Programme (UNDP). The training took place in in Tunis, Tunisia, between 22 and 24 May 2016.

This training brought together 22 logistics professional from all over Libya. The overarching principle, applied during the training, is “to be effective, support should be planned in the long term, with the whole electoral process in mind, not only the upcoming electoral event in sight”. As a part of the discussions all aspects of the approaches applied in the past three elections in Libya were analysed, lessons learned and recommendations will be put forward. Greater knowledge and awareness of critical electoral logistics processes will enable HNEC staff to consolidate and extend their capacity to plan, prepare for and conduct credible elections in accordance with principles of electoral administration (e.g. professionalism, impartiality, transparency and sustainability, etc.). It is also critical to the development of strong, independent electoral institution and practices.

The course is the second of its kind delivered to HNEC staff since 2014, and is building on the already existing knowledge of HNEC staff.

The event was organized with the support of the European Union through the European Neighbourhood and Partnership Instrument, and the Embassies of the Netherlands and the United Kingdom.
