TRIPOLI – The United Nations Support Mission in Libya is inviting civil society organizations and community leaders across Libya to lead public consultations on the Structured Dialogue recommendations.
The aim of the meetings is to educate the public about the recommendations of the Structured Dialogue and discuss ways to support their implementation. The Mission has created a toolkit, which is available for download, to guide discussions. It includes a facilitator’s guide and three informational booklets.
The recommendations address short- and long-term challenges facing the country in the areas of governance, security, economy, and national reconciliation and human rights. They are the result of six months of deliberation, from January to June, among about 120 Libyans drawn from municipalities, political parties, universities, technical and security institutions, and diverse societal groups, including women, youth, and persons with disabilities. The recommendations were shaped by public engagement through online surveys and community-led consultations, reflecting a Libyan-driven process that aims to support long-term stability, establish effective institutions, and ensure inclusive participation.
This consultation phase focuses heavily on implementation priorities. It aims to understand which recommendations communities consider most important and what practical actions could help support their rollout on the ground. Community leaders and civil society representatives are encouraged to organize and facilitate these important discussions and submit feedback through an online form that can be accessed on the UNSMIL website.
“There are no right or wrong answers in these consultations,” said Stephanie Koury, Deputy Special Representative of the Secretary General for political affairs. “What matters is that Libyans’ voices guide what comes next—informing advocacy, shaping implementation, and helping translate a shared national vision into tangible progress for communities across Libya.”
