UNSMIL welcomes the signing of a unified spending framework, urges strong oversight and economic governance

TRIPOLI, 12 April 2026 - The United Nations Support Mission in Libya (UNSMIL) welcomes the signing in Tripoli of Annex No. (1) to the Unified Development Programme agreement. As announced yesterday by the Central Bank of Libya, the annex adopts a unified spending framework for 2026, covering the four chapters of the state budget, including public salaries, government operations, development projects, and subsidies. It also includes an operational allocation for the National Oil Corporation and measures to strengthen its output.

The Mission recognizes that this agreement represents important progress towards addressing the urgent need to strengthen discipline in public expenditure management and promote greater fiscal coherence and accountability across the country, provided that there is an equally strong commitment to effective implementation. The agreement also offers the opportunity for improved governance in the hydrocarbon sector, which could lead to greater productivity and build confidence among investors.

UNSMIL urges all parties to the agreement to ensure its implementation and allow for robust oversight of public spending across Libya in line with international standards and relevant Libyan legislation. The Mission calls upon the authorities to unify and strengthen independent and effective oversight institutions to ensure that the unified spending framework delivers tangible benefits to all Libyans. Transparent and accountable management and reporting of oil revenues must underpin public expenditure to guarantee that national resources are allocated equitably and in the public interest across Libya.

UNSMIL reiterates that safeguarding Libya’s public resources and strengthening unified, transparent economic governance are indispensable to advancing stability and restoring public trust in the governance of state institutions. UNSMIL remains committed to supporting a Libyan-led and Libyan-owned political process, including efforts to unify institutions, advance economic reforms, as well as share and preserve national wealth for the benefit of all citizens.
