UNSMIL supports an inclusive Libyan-led and Libyan-owned political process in line with Security Council resolution 2796 (2025) through:
- Providing mediation and good offices to further an inclusive political process to enable the ending of the transitional period, reunification of institutions, and holding of free and fair national elections across Libya.
- Facilitating the implementation of the UNSMIL-facilitated roadmap announced in August 2025, including its three core pillars.
- Enhancing inclusiveness of the political process by facilitating wider engagement and participation of Libyan society in the political process, including through the Structured Dialogue and the related outreach.
- Enhancing the capacity of the electoral management body to deliver credible, inclusive and transparent elections at national as well as local level across Libya.
- Supporting the development of a constitutional framework in accordance with universally recognized principles of democracy, inclusivity, and respect for human rights within a well-defined timeframe.
- Strengthening regional engagement to help Libyan leaders overcome their differences and to work towards reunification of Libyan institutions.
- Enhancing international coordination through resumption of International Follow-up Committee on Libya and its thematic working groups.
- Protecting and promoting civic space and addressing obstacles hindering the participation of women in socio-economic development, political dialogue and the freedom to express political views.
- Amplifying the voices of youth, women, persons with disabilities, and marginalized groups to ensure their inclusion in the decision-making processes.
