United Nations support to the constitution-making process is undertaken at the request of Libyan authorities and by an integrated team that brings together UNSMIL, the United Nations Development Programme (UNDP), and other UN agencies such as UN Women. As part of this integrated approach, the UN will provide support through technical advice on procedural issues to the constitutional committee and for the holding of the referendum; support for the establishment and operations of a secretariat; provision of subject matter expertise if needed; and support for initiatives enabling participatory and effective consultation mechanisms for Libyan civil society including women and youth. UNSMIL is also organizing and coordinating international donor support to the Libyan constitutional development process as requested by Libyan counterparts.

UNSMIL’s support will evolve as the process continues in order to reflect Libyan requests, needs, and priorities. The mission will continue to encourage national dialogue on constitutional issues, as well as the empowerment of women and youth. throughout the constitutional process.
