A group of 30 Libyans experts met in Malta, from 19 to 21 January, to discuss activities and building blocs for a Libyan national reconciliation strategy. Participants included tribal leaders, members of civil society, academics, youth and women activists, and other actors representing Libya’s different regions and groups.

Participants presented from their own experience in reconciliation processes. They illustrated their presentations with reference to active mediation efforts, civic engagement or research initiatives. By the conclusion of the meeting, the participants had identified the key elements for a national reconciliation roadmap for Libya, including: actors, challenges, priorities, mechanisms and possible partners. Participants stressed the importance of building upon existing local experience and capacity, and the existing reconciliation initiatives in the country. 

The meeting was a follow-up to a previous workshop organized from 31 August to 2 September Tunis, during which more than 75 participants, supported by 15 international experts, identified the substantive issues needing to be addressed for reconciliation in Libya. One of the recommendations of that workshop was the need for a comprehensive national reconciliation strategy based on inclusive consultations with key Libyan experts and experienced actors on the ground, both at the local and national levels.
