Martin Kobler: “I Welcome the PC statement and the Resumption of HoR sessions as a New Dynamic.”

24 August 2016 - Special Representative of the Secretary-General and head of the United Nations Support Mission in Libya (UNSMIL) Martin Kobler welcomes the statement issued today by the Presidency Council (PC) and commends the resumption of the House of Representatives (HoR) sessions.

Martin Kobler reiterates his full support to the PC under the leadership of Prime Minister Serraj and to the GNA as the sole executive authority in the country according the Libyan Political and relevant Security Council resolutions.

"I welcome the decision of the Presidency Council to hold broad consultations with all political and civic actors and form a government representing a united Libya," Martin Kobler said.

He added: "The House of Representatives has a great responsibility. I call upon the HoR to endorse the GNA once the PC submits the new list of cabinet members according to the Libyan Political Agreement. I urge the HoR to remain within the framework of the LPA and Security Council resolution 2259 (2015)."

"The GNA should continue to perform its duties until the House of Representatives grants a vote of confidence upon completion of the government formation pursuant to the LPA," Martin Kobler said.

The Special Representative of the Secretary-General also welcomes and joins the call by the House of Representatives on the two honourable PC members, Mr. Ali Al-Qatrani and Mr. Omar Al-Aswad, to re-join the PC, and urges all the institutions under the LPA to work together constructively to shoulder the historic responsibility of leading Libya's democratic transition and eventual stability.
