UNSMIL provides strategic advice and technical  assistance to the Ministry of Interior on police-related matters, including strengthening the operational capacity of its departments, assistance in the integration of members of armed groups into the police service and support in the development of a capable, transparent and accountable Libyan police service.

UNSMIL has provided police expertise to assist the Libyan police in the areas of training, public security, election security, criminal investigations, communications, planning, reform and development. 
 

Support to the development of the Libyan Police and Ministry of Interior: UNSMIL has conducted various assessments of different departments of the Ministry of Interior and identified human resources and logistics needs to further develop the Ministry’s capabilities to improve service delivery in line with the expressed priorities of Libyan authorities.

UNSMIL provides technical advice to the central committee for the integration of members of armed groups within the Libyan Ministry of Interior on a regular basis.

UNSMIL has also conducted various meetings with the Ministry of Interior to  support the development of a transparent and accountable Libyan police institution. Various workshops have been organized with the Ministry of Interior and recommendations have been made in areas of role and appropriate structure, internal and external oversight mechanism, and utilization of community policing for improved service delivery.
 

Support to security during electoral processes: UNSMIL also supports the Ministry of Interior in planning for elections security. On 18-19 May 2014, a two days’ joint workshop was organized in Tripoli. Earlier, in February 2014, UNSMIL police advisers had conducted two workshops with the Ministry of Interior on planning for elections security for the Constitutional Drafting Assembly. UNSMIL police advisers also accompanied the Libyan police on joint electoral field visits to oversee the election preparation and readiness in various districts including Tripoli, Misrata, Ghadamas, Zawia and Al Kums; and provided technical advice to operational rooms before and during Election Day itself.
 

UNSMIL also prepared the  ‘Election Security Handbook,’ electoral security-training curriculum and a ‘training of trainers’ course for about 700 police, leading to the training of more than 7,000 police officers during the 2012 GNC elections.
 

Coordination of international support: UNSMIL coordinates international capacity building assistance for Libyan police. Joint coordination meetings are organized with the international partners to provide support and assistance in key areas to the Ministry of Interior. Seventeen international meetings have been held. The last meeting was conducted in March 2014.
