UNSMIL invites civil society, community leaders to lead public consultations and share recommendations for the Structured Dialogue using thematic toolkits

TRIPOLI – Civil society organizations and community leaders across Libya are encouraged to use the Structured Dialogue thematic toolkits for public consultations. The toolkits cover the four themes of the Structured Dialogue to enable community discussions on key issues, collate recommendations and feed them back into UNSMIL for consideration in the process.

To ensure that as many people as possible can engage in the Structured Dialogue, community leaders and civil society representatives can organize and facilitate discussion on the key issues of the Governance, Security, Economy, National Reconciliation and Human Rights tracks. Following their group discussions, the facilitators shall collate recommendations and ideas and submit them via the UNSMIL website.

As explained by Special Representative of the Secretary General, Hanna Tetteh, the Structured Dialogue process is not about the UN telling Libyans what they need. It is made up of Libyans, working with other Libyans to find solutions and formulate a unified national vision that will shape the path to unified and effective institutions and sustained stability.

SRSG Tetteh also underscored that all Libyans have a role to play in shaping the future of this country. She encourages the holding of community discussions and the sharing of ideas; everyone can put their thoughts forward. The Mission will ensure they are fed into the ongoing discussion in the four SD tracks.

Recommendations and ideas should be inputted by mid-May for the members of the Structured Dialogue to consider as they prepare their final report. About 6,000 Libyans also completed the ‘Have Your Say’ online survey with the data being shared with the Structured Dialogue members during their April discussions. Further opportunities are available through monthly online discussion with the Mission’s leadership, and for youth, on the Digital Youth Platform.

The work of the Structured Dialogue aligns with UNSMIL’s mandate to use its good offices to facilitate an inclusive, Libyan-owned and -led political process, without determining outcomes, and to advance consensus on establishing a conducive environment to enable the holding of national elections, the unification and strengthening of state institutions, and long-term stability.
