SRSG Hanna Tetteh remarks on the 25th Anniversary of UNSCR 1325

Twenty-five years ago, the United Nations Security Council made a historic promise to the women of the world: Resolution 1325 and subsequent resolutions that constitute the women, peace and security agenda.

That promise was about more than a document. It affirmed that women's participation in forging peace is a necessity, and their protection is a priority.

Yet, despite progress, much remains. Too often, women are still confined to the sidelines. Their safety is threatened simply for speaking out. On this 25th anniversary, we must move from rhetoric to reality.

What does this mean for Libya today?

For over a decade, Libyan women have borne the heaviest burdens of conflict while simultaneously acting as the agents of peace.

They are mediating conflicts, defusing political tensions, and building foundations for a free, peaceful, and prosperous Libya.

They deserve full, equal, meaningful, and safe participation at all levels of decision-making.

This requires:

  1. Prioritizing protection—strengthening laws to protect women from violence and holding perpetrators accountable.
  2. Investing in the next generation—by supporting young women's leadership, we invest in a peaceful Libya for the next 25 years and beyond

The UN is actively supporting and advocating for this. We are committed to ensuring a minimum of thirty-five per cent participation of women in the upcoming Structured Dialogue. We will also establish a Libyan Women’s Caucus to connect women in the dialogue with those active in their communities.

Empowering women gives them the opportunity to contribute to building stronger societies including focusing on the welfare and future of their children, families and the community as a whole. That’s why this effort requires persistence and collective action by the entire Libyan society.

The United Nations stands ready to cooperate and support you on this journey.
