Towards a Comprehensive Draft Law on Transitional Justice and Reconciliation
TUNIS - UNSMIL and UNDP, as part of their joint program “Addressing the File of Missing Persons in Libya”, convened a meeting on 5 and 6 December in Tunis, bringing together representatives of the Presidency Council (PC), the House of Representatives (HoR), the High Council of State (HCS), as well as legal experts, to discuss the draft law on reconciliation proposed by the Presidency Council. The participants reviewed the most recent amendments proposed by the HoR and stressed the need to ensure a fair, transparent process that responds to the needs of victims of gross human rights violations and promotes rights-based reconciliation in Libya.
The participants also discussed ensuring the independence of the future National Reconciliation Commission, mechanisms for selecting its members through a participatory and open process, provisions related to conditional amnesties, and the protection of victims and witnesses.
UNSMIL and UNDP, with their national and international partners, stand ready to continue supporting the long-awaited transitional justice process in Libya that will contribute to sustainable peace and stability.
