UN Secretary-General Special Envoy for Libya meets high-level Egyptian and regional officials and Libyan interlocutors in Cairo
08 March 2021 – The UN Secretary-General’s Special Envoy (SE) for Libya and Head of the United Nations Support Mission in Libya (UNSMI) Ján Kubiš paid a visit to Cairo from 6 to 8 March where he met with high-level Egyptian officials, the League of Arab States’ Secretary-General as well as with Libyan interlocutors.
In his meeting yesterday with Egypt’s Minister of Foreign Affairs Sameh Shokry, Special Envoy Kubiš discussed the latest developments in Libya, including the progress made on the dialogue tracks, security and military, the political and the economic and financial. The Special Envoy conveyed the UN appreciation for Egypt's key role in advancing the intra-Libyan dialogue, particularly the political and security military tracks. They both agreed on the need to expedite the implementation of the ceasefire agreement, including the withdrawal of foreign forces and the respect of the UN arms embargo, as well the implementation of the Libyan Political Dialogue Forum (LPDF) Roadmap, including the establishment of an interim unified executive authority and the holding of national elections on 24 December 2021.
Security and political developments in Libya were also the focus of discussions of meetings the Special Envoy held separately with Major General Abbas Kamil of General Intelligence and Major General Khaled Magawer of the Military Intelligence.
The Special Envoy also held a meeting with the Secretary-General of the League of Arab States (LAS), Ahmed Aboul Gheit and briefed him on his discussions with Libyan and international stakeholders in the past few weeks with the aim to advance the implementation of the LPDF Roadmap and the ceasefire agreement. They discussed ways to strengthen the UN-LAS cooperation, including within the Quartet framework to better assist the Libyans in their quest for unity, stability, prosperity and for preserving the sovereignty of their country. They both stressed the need for a unified executive to address the pressing needs of the Libyan people and prepare the country for the national elections. Special Envoy Kubiš thanked Mr. Aboul Gheit on his continuous support for the UN efforts in Libya.
The Special Envoy concluded his visit to Cairo with a meeting with a number of Libyan interlocutors to hear firsthand about their views on the situation in Libya and ways the UN can assist the Libyans to end the longstanding division, unify the country and its institutions, including national security and military institutions, proceed with national reconciliation and full respect of human rights, organize truly inclusive democratic elections in December 2021 and bring back unity, sovereignty, stability and prosperity to Libya and its people.
